Provide a closed rule for floor consideration of S J Res 8, which would block implementation of a union election rule issued by the National Labor Relations Board, and for consideration of H Res 132, which would provide committee funding for the 114th Congress.

The rule would provide one hour of general debate on the union election resolution, equally divided and controlled by the chairman and ranking member of the Education and the Workforce Committee. It would provide one motion to recommit the measure and would waive all points of order against consideration of the joint resolution and against provisions in the resolution.

The rule also would provide an hour of debate on the committee funding resolution, equally divided and controlled by the chairman and ranking member of the House Administration Committee. It would provide that the amendment printed in the Rules Committee report be considered adopted. It would provide one motion to recommit without instructions. It would waive all points of order against consideration of the resolution.

Ordered reported favorably to the full House 5-4.
